Can Nepalis Gamble Abroad? Casino and Betting Rules by Country

Nepalis abroad follow the gambling law of the country they are in. We found no Nepali law that punishes a citizen for legal gambling abroad. The real limits are local law and Nepal’s rules on moving money out of the country. This guide is not legal advice.

What Nepali Law Says About Gambling Abroad

Section 2 of the Muluki Criminal Code 2074 lists offences punishable when committed outside Nepal. Gambling under Section 125 is not on that list. A Nepali who plays at a licensed casino in Macau breaks no Nepali law, as far as we could find.

Two cautions apply. A betting site reached from inside Nepal is still illegal, even if you hold an overseas account. Lawyers also warn that funding offshore betting from Nepal can breach foreign exchange rules.

Moving Money From Nepal

Nepal Rastra Bank tightly controls foreign currency. A prepaid dollar card allows USD 500 per year in online payments. Sending money abroad through hundi or crypto is illegal. If you gamble abroad, use money you earned or hold legally in that country.

Nepalis in the Gulf and Malaysia

Most Nepali migrant workers live in the Gulf states and Malaysia. Saudi Arabia, Qatar and Kuwait ban gambling completely. The UAE now licenses gambling, but only through its regulator, the GCGRA. In Malaysia, non-Muslim foreigners may play at Genting with a passport.

A betting conviction in the Gulf can mean deportation and a lost work permit. That risk outweighs any win.

Nepalis in India

India banned online real-money gaming under the Online Gaming Act 2025, in force from 1 May 2026. Banks may not process payments for online betting. Goa and Sikkim host land casinos, but entry rules differ by state. Check local rules before you visit.

Betting Sites Abroad: Which Ones Are Legal?

A betting site is legal for you only if the country you live in licenses it. In the UK, that means a Gambling Commission licence. In the US, it means a licence in your state. Offshore betting sites with a Curaçao licence — including every site in our betting sites in Nepal review — are not licensed in these markets.

In India, Saudi Arabia, Qatar, Kuwait and Thailand, no betting site is legal. Using one there risks fines or deportation.

Coming Home With Winnings

Winnings from legal gambling abroad are income earned abroad. Bring them home through banks, not hundi. Tax treatment depends on your residence status and where the money was earned, so check with a qualified tax adviser before you declare it.
